Busy agenda draws action from Oswego school board

     Gary Mix was named the Oswego City School District Interim Superintendent of Schools and the Oswego City School District Board of Education agreed to terms with one of its major bargaining units during the June 18 regular meeting.

     Mix commences his responsibilities to the district beginning July 2 for a term that is anticipated to last until late December.
     Meanwhile, the board members unanimously agreed to a contract with the Association of Administrative Personnel. The contract will expire on June 30, 2016 and provides for a 2 percent annual raise in salary.
     The board faced a full agenda during its final 2012-013 regular meeting.
     Under the "Board of Education" portion the canvass for the May budget vote and elections was approved and the board accepted the meeting schedule for 2013-2014.
     The "Instruction" area of the agenda passed unanimously. Approval was given for the continuation of the First Robotics Club, Sailing Club and Weight Lifting Club at the Oswego High School. The board also accepted the Response Intervention Plan for the period of 2013 through 2015. A resolution that would allow for an Oswego Middle School Field Trip to Baja California Sur Island Ecology program at LaPaz in the Sea of Cortez for next spring was tabled. Board members had safety concerns about the trip to Mexico and wanted further information involving security.

     A large agenda in regards to "Personnel" was addressed by the board.

     The salary increases proposed for assistant superintendent of curriculum and instruction and the director of personnel and human resources were not approved.

     Oswego High School Executive Principal Brian Hartwell was granted tenure effective Sept. 8, 2013.

     Oswego Middle School Principal Mary Beth Fierro was appointed as a probationary appointment with tenure due Dec. 1, 2013.
     The board accepted the resignation of girls' varsity soccer coach Brian Greene and approved a leave of absence for teachers Erin Platten, Robyn Proud, Debra Smith, Tricia Caroccio and Bridgette Krawczyk.
     Probationary teaching appointments were granted for Tricia Caroccio (reading), Heidi Whitney (mathematics), Jay-Nel Steitz (English) and Jason Webb (technology).
     Emily Smuckler was named as a regular substitute position for the upcoming school year as a health teacher.
     Summer positions for the book mobile were granted to Deborah Sprague and Hope Mazuroski.

     The board also approved staffing for the Extended School Year Summer Program, numerous coaches, district team leaders, in-service instructors, the OHS Marching Band, OHS extracurricular, OHS Saturday Detention, and Oswego Middle School English as Second Language translators, assessment developers and Oswego Middle School after school study table supervisors.

     Under the area of support staff the board accepted the resignation of automotive mechanic helper Brian Green, granted leaves of absence to Jacqueline Pfiefer and Katherine Parker while naming Stefan Mazuroski as a student intern for the technology area. Mary Pensero was appointed registered professional nurse for summer school. Approval was also given for the summer feeding and transportation program staffing. Dan Brown was appointed as a permanent school bus driver

     New substitute pay rates for the upcoming year were also approved as were numerous substitute and temporary employees.

     The "Finance" agenda started with amending the current budget to provide the addition of an insurance payment as the result of bus repairs from an accident in early March. The board also approved the transfer of funds for the purchasing of hardware for parochial school resident students as required by state law and to replace damaged equipment caused by an air conditioning malfunction at the Education Center.

     Approval was given for the setting of the "Unencumbered, Unappropriated Fund Balance" at $3,129,616 and the "Allocated (Appropriated) Fund Balance" of $2,740,263.

     Bids were also accepted for athletic supplies and equipment and the board approved agreements with County of Oswego Council on Alcoholism and Addictions, Inc as well as Farnham Family Services as well as a transportation agreement with a parent.

     Approval was also given for the establishment of the Judith C. Hammonds Memorial Scholarship, the acceptance of donations from the Frederick Leighton Elementary School Association and Usherwood Office Technology and lease agreements for copiers.

     The Oswego City School District Board of Education will begin the 2013-2014 school year with the annual reorganizational meeting at 5 p.m., Monday, July 1, at the Education Center Board Room.  At that time Kathleen Allen, Heather DelConte and James Tschudy will take the oath of office and officers will be elected for the upcoming school year.
