Born in Oswego, she was a daughter of the late Charles and Gertrude (Hawley) Mullen and was a graduate of the Mexico Academy High School.
She was employed with the Oswego Speedway, Scriba Mini Mart and the D & W Convenience Store.
Joyce was a devoted grandmother and was a member of the Sacred Heart Church in Scriba and the Ladies Auxiliary of the Scriba Volunteer Fire Department.
Surviving are her husband of 55 years, Donald Coon, three children, Jacki (Dean) Stone of Scriba, Donald (Carrie) Coon Jr. of New Haven, Jaime (Michael) Higgins of Scriba, three sisters, Sharon Goodroe of Scriba, Carol Albright of Scriba, Bobbi Wills of New Haven, two brothers, Leonard Mullen of New Haven, Donald Mullen of Syracuse, ten grandchildren and four great grandchildren. She is also survived by the many neighborhood children who she helped to raise.
She was predeceased by her brother, Frank Mullen.
